Easiest thing I found: go back to the elevator you rode down and can go under with the dead guy and open register. Jump on top of the over turned garbage can and get back into the elevator. The button will work. (This is assuming it's still down there) 1. octowussy.
You can play Infinite with no prior knowledge, it stands on its own. However if you want to play its DLC Burial at Sea, you should play Bioshock 1 first, it is for the best and to maximise feelings.
