True HDR should make the game look better no matter what and minimal tweaking in game settings should be required. To use your example, if I turn off HDR at the system level with R&C then the image is noticeably more washed out and the brightness effects (lasers, explosions, neon, particles, etc) are significantly dimmer.
Rather change TV's color settings. Not perfect but Better than sdr in my opinion. No problem. Also set your console's HDR/hgig settings black levels to 0. You can check HDTVs video on setting your hgig correctly if you need help on that. Best check it out for yourself, it just requires turning a setting on and off.

Game has looked amazingly gorgeous for months. All of a sudden I log in and everything is beyond washed out. Playing on an LG 8500, PS4 Pro. Reset TV Settings, rebooted PS4 Pro, turned TV off and back on. Went into game settings and turned off HDR, displays in beautiful color. Turn HDR back on, and everything washes out again.
